Chapter six is about program planning.  Planning is the second step of the PR process.  Planning in the PR process is about planning a program or campaign to accomplish objectives.  There are different way to approach planning to make a program work such as management by objective.  Public relations plans have 8 basic elements: situation, objectives, audience, strategy, tactics, calendar, budget, and evaluation.
